Emergent governance responses to shocks to critical provisioning systems

Abstract The structure and functioning of formal informal governance arrangements associated infrastructure prior to major environmental disturbance play a central role in how cities experience respond such events. This paper considers city managers, businesses, residents responded two disturbances experienced the City Cape Town—a drought-induced water crisis pandemic (COVID-19) that followed year later—and consequences these actions for infrastructural assets innovations. Our analysis suggests efforts aimed at transformative change provisioning systems require attention existing potential roles responsibilities private public sector actors, as well distribution risks rewards. Furthermore, polycentric decentralized arrangements, which are often thought be most flexible face shocks, not always feasible or desirable actors with stake resource governance.
